We have used this brand in the past and have had excellent results. If your local stores have a brand called "Tony Cherere" (spelling?) check it out.They have products like this too.
The upper tool appears to be a jack. When the teeth of the handle are turned the upper surface either raises or lowers depending on which direction you turn the handle.
The bottom looks like a tool to roll wire into sheet metal to form a bead.
Could it be a specialized punch for either file cards or file folders? After following this thread for a couple of days I thought that all the good guesses were taken. The computer clue threw all of them out the window!
