pipe or tubing expander.

we used something similar but hydraulic in the muffler shop in a previous life.

It looks like a pipe expander, but with only three widely spaced jaws, it doesn't look like the one I have.
I think Its a clamp of some sort, may be to align two metal plates during welding or assembly by aligning and gripping holes in each plate.

it looks like a old pipe bender we used to use, but the bender we used was longer.

OK, I'll try again. One end looks like a micrometer knob set so I think this could be an internal micrometer for measuring the inside diameter of tubing or holes.

This tool is a quality control inspection claw used in pickle factories around the world. It is lowered into the large vats of freshly pickled cucumbers and plucks one out for sampling by the Master Pickler to inspect for the perfect flavor.
