Looks like it could be a hammer and nail puller.

This is a fenceman's pliers. If is used for driving and removing fence staples as well as cutting wire fence.

On second thought, it's a farrier's hammer lasting pliers.

Nail Puller is the correct answer.

Image A hammer is used to pound onto the part that looks like a hammer head. Pounding forces the jaws of the tool into the wood to a level that will allow the jaws to close under the head of the nail. Squeezing the handle closes the jaws onto the nail and allows for removal.

Zelph I'm pretty sure that lost in space had this one that's a farrier's tool Black smiths use it to reshoe horses.

Zelph I am also having a hard time finding any pics to support this but feel deeply that this is what the tool is. Perhaps you could email the photo to the gentle man at this sight as I am sure he could validate the tool, he is definately qualified to do so as a third party expert. http://www.horseshoeingmuseum.com

Yep i think you are right there is a cut off for the nail also in the back to bend over the horse shoe nail at the top in front is the cutter for the nail then bend with the one in back and hammer me think
