This is a cylinder wall hone. You use it when you replace the piston rings in a motor.

You can also use it on brake cylinders ! Had to rebuild them for credit in college automotive class!

Cylinder Hone is correct.

Not the brake drums but the little cylinder that brake fluid goes into when you apply the brakes, to push both brake shoes(front and rear) out against the drum on each drake drum. I would imagine it could also be used to rebuild the cylinder for disk brakes. ;)
