Two items, both hand operated.

The correct answers are:
1. The comb like device is for cutting Angel Food cake. Also known a sponge cake. Those of you that have ever tried to cut that type of cake knows how difficult it is using a regular knife. I saw this tool in the drawer of my mother-in-laws kitchen. I thought why the comb in the kitchen drawer. I had to ask what this thing was used for and now we all know. The tool perforates by a downward motion and then sideward pressure is applied to "break" apart, in a controlled fashion, the cake.
2. The second tool is for shelling English Walnuts. The cutting edges are place at the seam of the nut, pressure applied, the nut breaks in half. Half of the nut stays in the tool while the other half drops into your hand.
I wonder how it is that Ridgrunner knew about the cake cutter

He came in with the correct answer but then changed his mind.
