well, they might be "deep throated clamps".

the ones that i make and use in boat building i usually make out of 3/4 or 1" plywood. they are used to reach from the edge of a 'strake' to the joint between two strakes. wedges are driven under the tines, from both sides, to clamp the joint together.

Alright, I'll play along. They are used to remove objects(pebbles, thorns, etc.) that might get lodged in a circus elephants foot! But, my folks have an object lying right next to their toaster that could pass as a copy for your tongs. :P My uncle is a retired shop teacher and he made them for my folks 20 years ago.

I've enlarged your little photo and it looks like the one pair has points and "maybe" a metal adjustment on the back side....some type of measuring scribe?
