looks like it is made to fit a four jawed brace. on the back/right/middle looks like a depth stop/adjustment. looks like a cutter lower left, and an adjuster for the cutter opposite. i'd say it cuts a groove on a dowel, with accurate repeatability.

It's a tool used to finish the ends of wooden spokes. The kind that they used on old wagons.
