Here are is a list of U.S. bases in the UK. Ask someone to check if the PX(post exchange/store for gi's) on base sells HEET in the yellow bottle.

Go off to your local pharmacy, and ask them to order 90% ethanol. They will first try selling you 70% rubbing alcohol, or surgical spirits. do not buy this, if they ask what you are going use it for say you have a really big lcd/plasma tv, and it works great for cleaning it, also say that you can't use 70% as it will leave an oily residue. expect to pay about €6 or 4 pounds for one litre. its about as good as you get.

Itsme, virtually all UK meths stove users find metholated spirits, "meths", perfectly satisfactory. The only explanation of your problems that makes sense to me is that your one ounce measure contains much less than an ounce. A U.S. fluid ounce is near-as-dammit 30 ml. Find a measure designed for medicines and check. A standard 'medicine' spoon holds 5ml.

I did a little googling and found a discussion/banter group in the uk talking about meths. Might give some insight on where to find the fuel grade meths. I sent itsme a message to see if we can get a response.

Hi there, South Wales UK here. You can buy meths in half litre bottles or in bulk. This UK seller charges a standard postal charge so buy two lots to save money

You can use methanol but don't drink the stuff, its very toxic but much cheaper than meths, do a search on ebay, I paid about £25 delivered for 25 litres so use it at your own risk.
