Inside or Outside? Top or Bottom?

So say you want to make some flavor or variant of a Pepsi can stove, or basically anything that has a top and a bottom that are pressed together. When making it from a thin can material it's easy enough to cut the top and bottom the same height and press together. But what if you're using a much thicker material like a Venom can, and the top and bottom don't both need to be full height? In this case it works well enough to cut one piece full height, and cut that other piece off at .5" or so. Do you then make the short piece the top or the bottom? Do you make it the inside or the outside? Which is more structurally sound and less prone to disaster if the JB weld fails in a pressurized environment?

Make the half inch the outside top. :D
