Tool for "setting" an anchor of some type. Looks like the anchor might be attached to it in the photo, ready to expand.

You are all wrong so far. I bet Oops56 might know this one! Cuz, I figured you would have it for sure but I guess not. This is a highly specialized tool for a specific job.

If it includes the piece it's standing on..it could be a test plug for plumbing that some Ohioan rinky-dinked together instead of what it's supposed to have on top...
